A straight answer

Do you need a permit to replace a water heater in Flagstaff?

Yes. In Flagstaff and Coconino County a water heater replacement is permitted work, and it gets inspected. Here is what that means in practice, who handles it, and why it is worth having.

Flagstaff Water Heaters LLC · ROC 367669 · Arizona Registrar of Contractors · Licensed, bonded and insured

The short version

What the permit is for

A water heater is a gas or electrical appliance connected to your home's plumbing, its fuel supply and its venting. The permit exists so that a second set of eyes, the city or county inspector, confirms the new unit is connected, vented and relieved the way the code requires. It protects the household and it protects the sale of the house later, when a buyer's inspector asks for the record.

  1. We pull the permit

The permit is filed under our licence, ROC 367669, before the work starts. You do not fill in anything. The permit is part of the written price, not a line added on the day.

  2. The work is done to the current code

Temperature-and-pressure relief line run to an approved termination, the right vent material and slope for the unit, seismic strapping and an expansion tank where the code or the water utility calls for them, and a gas connection sized for the input the unit actually burns at this elevation.

  3. The inspector checks it

The inspection is scheduled after the install. We meet the inspector if the jurisdiction asks us to, and we correct anything they flag at no charge to you. The signed-off permit is your record.

Why it matters here

Two things Flagstaff inspectors care about

The elevation

Flagstaff sits near 7,000 feet. NFPA 54, the National Fuel Gas Code, applies appliance ratings as printed only up to 2,000 feet (section 11.1.2); above that the input is adjusted per the manufacturer's instructions. A unit installed without that adjustment burns wrong. The inspection is where that gets caught if an installer skipped it. Our sizing page covers the rule in full.

The gas connection

Arizona law removes the small-job exemption for any work that connects to a natural gas or propane supply, at any dollar amount (A.R.S. section 32-1121). A gas water heater swap is licensed contractor work, full stop. The permit record shows a licensed contractor did it.

Outside Flagstaff city limits

Permit rules are set by each jurisdiction. Unincorporated Coconino County runs its own permit office; the City of Williams has its own building department; Winslow sits in Navajo County; and Ash Fork and Seligman fall under Yavapai County. We confirm the rule for your address with the office that has jurisdiction before we book the job, and the written price says whether a permit is included. We do not quote fees on this page because they are set by the offices, change on their own schedule, and vary by jurisdiction; ask us and we will tell you the current figure for your address.

What happens without one

An unpermitted replacement is not inspected, so nobody independent confirms the venting, the relief line or the gas connection. It can surface later in a home sale, when the buyer's inspector or the title company asks for the permit history. Fixing it then means opening the work back up. Doing it on permit the first time is the cheaper path, and it is the only one we offer.

Common questions

Permits, answered

Do I have to be home for the inspection?

Usually someone needs to let the inspector in, since the heater is inside the house or garage. We tell you the inspection window when it is scheduled, and we can be there instead of you if that is easier.

Does a like-for-like swap still need a permit?

In Flagstaff and Coconino County, yes. Replacing a water heater with the same type in the same spot is still a permitted job, because the connections and the relief line are remade and the code in force today may differ from the one the old unit was installed under.

Does an electric water heater need a permit too?

Yes. The gas rule above is about who may do the work; the permit requirement applies to the appliance replacement itself, gas or electric. Electric units are inspected for the circuit, the relief line and the connections.

Who pays the permit fee?

It is included in the written price we give you before the work. There is no separate permit charge on the day.
